I’ve watched too many purchasing managers get lured in by a sharp quote, place an order, and then find their shipment held at customs for two weeks, hit with unexpected tariffs, or — in the worst cases — rejected outright due to non-compliant materials.

Here’s the truth that separates savvy buyers from the rest: The real cost of procurement isn’t the factory price. It’s your total landed cost + compliance cost + time cost.

Trap 1: Misclassifying Your HS Code — Overpaying Tariffs Is the Least of Your Worries

Your HS Code (Harmonized System Code) is your product’s “identity card” to customs authorities around the world. Classify your plastic parts under the wrong code, and you could face wildly different tariff rates — or even find that you need an import license you don’t have.

Common Mistakes We See

Many buyers simply lump all “plastic products” under Chapter 39. But in practice:

  • Thermoformed packaging trays typically fall under 3923 (plastic articles for packing)
  • Large thermoformed enclosures and housings fall under 3926 (other plastic articles)
  • Medical-grade blister packaging may involve additional regulatory codes
  • Automotive thermoformed parts should sometimes be classified under automotive components chapters — not plastics at all

How to Avoid It

  1. Get your supplier to confirm the HS code during the quoting stage. Don’t wait until your goods are already on the water.
  2. Ask your Chinese supplier for the HS code they use on their export declaration, and have your customs broker cross-check the corresponding import code for your country.
  3. Pay special attention to composite products — thermoformed parts with fabric lining or metal inserts may change classification. Declare clearly whether your product is “combined with other materials.”

Pro Tip: The HS code on your supplier’s export document and the code you declare on import must be logically consistent. If they don’t match, customs data cross-checks can trigger red flags.

The end-use of your thermoformed parts determines which compliance standards apply:

  • Food contact applications: FDA 21 CFR 177 (U.S.) or EU 10/2011 (Europe) certification required
  • Medical devices: ISO 13485, cleanroom production, full material traceability

Trap 3: Failing to Declare Tooling (Mold) Costs — Customs May View It as Undervaluation

What’s Really Going On?

When you pay a Chinese factory to develop molds for your thermoformed parts, customs authorities in many countries consider that tooling cost part of the product’s value. If you don’t declare it, customs may treat it as deliberate undervaluation.

Why This Matters

U.S. Customs valuation rules explicitly state: The value of “Assists” — molds, tools, designs, etc. provided by the importer — must be added to the dutiable value of imported merchandise. If you pay the mold fee domestically but don’t reflect it in your customs declaration, a customs audit could result in:

  • Back payment of duties
  • Penalties and fines
  • Increased scrutiny (red-flag status) on all future shipments

How to Avoid It

  1. Keep mold costs and product unit prices clearly separate. Ask your factory to provide two documents: a mold contract and a product purchase contract.
  2. Declare “Assists” truthfully on your customs entry. Your customs broker should know how to handle this.
  3. Clarify mold ownership in writing. If the mold belongs to you, that needs to be stated in the contract. If the mold belongs to the factory but you paid for it, different treatment applies.

Trap 4: Incomplete Origin Documentation — A Small Oversight That Delays Your Entire Shipment

Country of Origin (COO) isn’t just about printing “Made in China” on the packaging. If your product is manufactured in China but transshipped or repackaged in a third country, how origin is determined affects the applicable tariff rate.

Common Documentation Errors

  1. Commercial invoice descriptions are too vague. You write “plastic parts” without specifying material, application, or dimensions. Customs can’t determine whether the goods require additional oversight or are subject to special regulations.
  2. Missing Certificate of Origin. If your country has a free trade agreement with China, the COO is the key to preferential tariff rates. Without it, you pay Most-Favored-Nation (MFN) rates — or worse.
  3. Wooden packaging without fumigation certification. ISPM-15 international standards require wooden crates and pallets to have fumigation or heat-treatment stamps. Without them, your wood packaging will be returned or destroyed.

  • Commercial Invoice (detailed product description — material, application, preliminary HS code)
  • Packing List (dimensions, weight, contents per carton/crate)
  • Bill of Lading (ocean or air waybill)

  • Fumigation/Heat Treatment Certificate (if using wooden packaging)

Pro Tip: Have your supplier send you draft documents before shipment — and have your customs broker review them. Do not wait until the goods have already arrived at port to start preparing paperwork.


Trap 5: Looking at Unit Price Only — Not Calculating Total Landed Cost

This is the most expensive trap of them all. You think you saved 10% on the purchase price, but end up paying 20% more in tariffs, logistics, clearance, and warehousing.

  • Ex-works factory price
  • Inland transportation (factory to port)
